Mr. Ashok Kumar Khurana joined the Association of Power Producers (APP) in January, 2011 as First Director General. He joined the Indian Administrative Service ( IAS ) in 1976, and took voluntary retirement from service in Dec,2007. At that time he was working as Additional Secretary, Govt. of India, Ministry of Power. Before joining the Govt. of India, he was the Principal Secretary (Power), Govt. of Uttar Pradesh and Chairman, U.P. Power Corporation Ltd. During the service period, he has had a wide-ranging experience in power, finance, and economic policy, across various institutions. His experience ranges; a] Across institutions- The World Bank, DFID ( UK ), GOI, Government of India, State Government and PSUs. During his three years deputation with the World Bank, he was involved with the first phase of reform in the power sector. As the Country Head (Energy), DFID, he steered the power reform process in Andhra Pradesh, Madhya Pradesh and mitigation measures in Orissa. b] Across Competencies in Power, Finance, and Economic Policy – Design and facilitation of Public policy, Power Sector Reform management, Financial restructuring of public utilities, Project financing, structuring (PPP mode) infrastructure projects for accessing long-term funds, shaping regulation. Country’s first non-recourse PPP project – ‘NOIDA Toll Bridge’ was structure by him. c] Across process – Managing the complex Structural Adjustment Operation of GOI, reform process in UP, AP, MP and Orissa. Inter institutional coordination to focus on outcome. Considering his extensive experience in areas of design and facilitation of public policy and implementation of reforms, shaping of regulations, facilitating privatization and institutional development of public utilities, his appointment as the first Director General of APP is expected to play a pivotal role in the Association’s efforts towards the growth of Private Sector participation in the Power Sector.
