Prime Minister Vladimir Putin announced in January 2012 that Russia’s government is aiming to increase the country’s coal production by one-third to 430 million tonnes per year by 2030. Russian Railways (RZD), Vnesheconombank and Russian coal producers have agreed to a use-or-pay approach in determining the location for new railroad projects. This should pave the way for greater investment in coal transport infrastructure where it is needed most.
